What Gunite Brings to Leawood

Leawood prohibits above-ground pools, so gunite, fiberglass, and vinyl are the only options on the table. Of those three, gunite is the one that adapts to the home.

The Leawood Code Realities

Most homeowners do not realize all of this until they are three weeks in. We handle it for you, but you should know what is happening.

Sealed engineering plans required. Leawood requires every in-ground gunite pool plan to be sealed by a licensed Kansas design professional. We work with engineers who know the city’s submittal standards.

Permit good for 180 days. Pool permits in Leawood expire 180 days from issuance. Substantial completion has to be verified to extend.

Final inspection before water. The pool cannot be filled until the equipment is connected and the barrier fence is fully installed and inspected.

Properties north of I-435. These require an additional Johnson County Wastewater sign-off. It catches a lot of homeowners off guard. We coordinate it.

Contractor licensing. Pool contractors have to hold both a City of Leawood business license and a Johnson County DS (Swimming Pool) contractor license. We do.

The Street Tree Protection Ordinance (New in 2025)

Effective June 2025, Leawood requires a Public Works permit before removing any street tree. A Tree Protection Zone (TPZ) plan is required when adding more than 400 square feet to a home or doing significant remodels, which often includes pool projects with major hardscape additions.

This changed how we stage pool builds in Leawood. We plan equipment access, excavation paths, and material drop zones around protected trees. It is not a problem, but it has to be designed in from the start, not discovered mid-build.

HOA Considerations Specific to Leawood

Most Leawood subdivisions require ARC submittals before any pool work begins. A few specifics worth knowing:

  • Leawood South. Pool fencing must be wrought-iron type only. Wood pool fencing is not permitted.
  • Golf course lots (Hallbrook, Leawood South). Most require a 15-foot unobstructed open space along the rear property line. No structures, fences, or hardscape encroach.
  • Hallbrook, Mills Farm, Tomahawk Creek Estates, Iron Horse. Full ARC packets with renderings, plans, and material specs required.
