The Shawnee Permit and Bond Reality

This is what separates Shawnee from every other Johnson County city.

  • Low Impact Land Disturbance Permit (LDP). Required for every in-ground pool. $150 application fee, separate from the building permit.
  • $5,000 Performance Bond per pool location. Posted in favor of the City to guarantee restoration of any public or private improvements disturbed during construction, and to cover compliance with the City’s Erosion and Sediment Control plan.
  • Sealed engineering plans. All buildings in Shawnee, including single-family residential pools, require plans prepared by a licensed design professional.
  • 2024 ICC code base. Shawnee adopted the 2024 IBC, IRC, and supporting codes effective April 1, 2026. The newest code base is currently enforced in Johnson County. Some out-of-town builders are still working off the old set.

Shawnee has the most grade changes in Johnson County. Around Shawnee Mission Park, along Clear Creek, and through the streets above downtown, a significant slope is the rule.

That is the case for gunite. The shell sprays over a steel rebar cage and shapes to your contour. We can integrate retaining walls into the back pool wall or step the pool down into a walkout. Factory shells arrive in fixed dimensions and need a level hole, which on most Shawnee lots means re-engineering the yard.

Two other factors compound the case:

  • Wymore-Ladoga clay moves seasonally. Rigid shells crack. Reinforced gunite flexes.
  • Shawnee’s erosion-control rules dictate the build sequence. On-site gunite construction works with that order. Pre-formed shell deliveries often do not.
